IMO levels 8-15 are the best time to loot legendaries in the commonwealth, so a poor period to be in any of the DLC. Level 30+ is probably the best time for most of the DLC. It doesn't matter a lot. You can do DLC's at anytime in the game but half the DLC is for the workshop so I would start a new game and gather up materials if you're into settlement building.
