Shadow of Mordor is graphically better while having a lot more polished and bloodier gameplay than Shadow of War. Shadow of War overhauls everything that Shadow of Mordor has offer, but at the expense of graphics, bugs, and repetition. Start with Shadow of Mordor, then play Shadow of War. They are really good games.

I personally like the look and fighting mechanics of SHADOW OF MORDOR waay better than SHADOW OF WAR. To me it was more of a challenge to learn to fight and you had to be more precise. The newer one seems more super mario mainstreamish to me.

I would say Mission-by-Mission story (the overarching story of Shadow of War is better), the art direction (I prefer the grim, dark colors and the orc design; they don't look that great in the sequel), and, in a way, simplicity.
